Housing Task Force
In 2001, Jim Beall created a Housing Task Force tasked with developing an intensive community planning process to craft a Housing Action Plan. Hundreds of stakeholders representing housing advocates, elected officials, business, and labor worked for several months to identify barriers and solutions to affordable housing in Santa Clara County. From this work, a Board Policy was established requiring 30% of proceeds coming from the sale, lease or a development of general fund surplus property to be allocated to support affordable housing projects while 70% of the proceeds are to be used for capital improvement projects. Existing housing services were also combined into one office to serve as the housing office for the county now known as the Office of Affordable Housing (OAH).
